Systems Operations and Management (SO&M;) is a set of strategies to help anticipate and manage traffic congestion, as well as minimize other causes of service disruptions, delays, and crashes, to better maintain roadway capacity, and improve reliability and safety. These strategies are designed for use by transportation agency senior executives; SO&M; and ITS program managers; operations activity managers and senior staff; and traffic engineering, maintenance, and public safety senior professionals.
This AASHTO SO&M; website is an online tool that utilizes best practice experience, as well as custom-tailored self-evaluations to identify key program, process, and institutional pre-conditions to achieve more effective SO&M;, and to develop action plans for improvement of the required capabilities.
